Representatives of the Smart Internet Foundation (.ДЕТИ domain) were invited to participate.

The agenda included three items:

1. The discussion of the final drafts of the Recommendations on how to involve young people in the educational outreach activities and the Memo on amending Federal Law 436 regarding age labels for information on the web, including advertisements.
2. The discussion of the draft expert analysis carried out on behalf of the Public Council on the advisability of rapidly introducing an information coordination system to distribute information when children go missing and a booklet on children’s personal data protection for personal data operators to inform about missing children.
3. The group’s work plan for 2019.

Following the discussion of the first item, more precise definitions were added to the standard recommendations on how to involve young people in educational outreach activities regarding the main performers of the educational activities, such as educational institutions for children under age, non-commercial organizations and internet industry entities. A note on the positive experience with the age labeling system for offline information products was also added to the Memo on the initiative to amend Federal Law 436.

Regarding the second item, the meeting participants discussed the presented drafts, the reasons why such documents were necessary and the main anticipated results. Once again they stressed the need for the people responsible for publishing information products to be better informed. The Working Group had included this proposal in the Priority Action Plan to Implement the Decade of Childhood earlier. It was decided to send the documents to the chairman of the Public Council and recommend publishing the booklet in the corresponding section of the Presidential Commissioner’s website.

As regards the third item, the meeting participants discussed the work plan for 2019 drafted with consideration of the points of emphasis made by the members of the Working Group before. Strategies to implement several provisions of the plan were discussed in detail, including creating and popularizing the positive content labeling system (using a single region’s experience on a national scale and synthesizing content evaluation practice with due account of sociocultural macroregional differences) and implementing the plan’s provision on computer readable age labels for digital content. Several additions were introduced to the plan, such as the necessity to revise some provisions of Federal Law FZ-436 On Protecting Children from Information Harmful to their Health and Development in order to make requirements for age classification of information products more specified and to develop standard recommendations on how to create information and education materials on children’s use of portable electronic
